Retained orientation sweeps and explicit evaluation selections.

Raw voltage/noise dictionaries retain their established shape. Each sweep stores an independent snapshot; the working dictionaries contain one current sweep per orientation. IEC 61000-4-20 draft Annex A.3.2.3.2 triplets remain owned by TEMCell, not by this storage layer.
